Subject:- Purchase of Two A-3 Size Microfilm Scanners with A-3 Size Printers, One Microfilm Processor, Three Digital Densitometers and Two Microfiche Readers for use in National Archives of India as per Technical Specification given in Annexure - I
Dear Sir,
Director General of Archives invites Tenders / Quotations under “Two Bids System” Technical Bid & Financial Bid for supply, installation and commissioning the following items in National Archives of India.

Both the ‘Technical Bid’ and the ‘Financial Bid’ should be submitted separately in a cover duly wax sealed and then submitted in a big envelope.
Terms and Conditions for Tenderers
1) Only the authorized distributors/dealers of the required products would be eligible to bid. A certificate to this effect from the principal manufacturer has to be submitted along with the Tender
2) Bidder must be a Registered Company in India having minimum of Rupees Fifty lakh as annual turnover. The Bidder must warrant that he is financially solvent i.e. he is able to meet all his debits as and when they fall due. The Bidder should be a profit making company for at least the preceding three years and a copy of the audited account to this effect must be submitted along with the Tender.
3) Scope of Bid: -The scope of bid should include delivery, installation, support during transition, operationalisation, customization, testing, acceptance, warranty support for each individual unit. The supply and installation of each unit has to be done at the site i.e. premises of the National Archives of India, Janpath, New Delhi.
4) Separate bid for each item may kindly be submitted along with the price in Indian rupee of CIF value in foreign currency (in case of imported item). Each quotation should be superscribed “Quotation for the respective item”, e.g. “Quotation for “Two A-3 Size Microfilm Scanners with A-3 Size Printers”.
5) Bidding: - Each Bidder is permitted to submit only one bid.
6) The cost of bidding and submission of Tender documents is entirely the responsibility of bidders, regardless of the conduct or outcome of the tendering process.
7) The tenderers should pay a sum equivalent to 5% of the expected cost of each items as earnest money in Indian rupee by a demand draft in favour of the Director General of Archives and drawn on a schedules bank payable at New Delhi. This should be enclosed in the Technical Bid envelopes
8) The Bids shall be valid for a period of Six months from the closing date for submission of the bid.
9) The bidder should give an undertaking that they will support the equipment for a minimum period of five years.
10) The bidder should also quote the annual maintenance charges on comprehensive basis [including spares required] in the Techno Commercial bid and this should be annexed with the Financial bid
11) Delivery time of each item after the receipt of confirmed order may be indicated.
12) The last date of receiving of complete Tender document is upto 12.00 Noon on 15-01-2010. The Technical Bid will be opened at 3 p.m. on 06-01-2010 in the presence of all representatives of the company who happen to be present at the time of opening the tender. The Tenders are to deposited in the “Tender Box” kept for this purpose at Reception of NAI.
13) The final acceptance of the quotations rests with the Director General of Archives who does not bind himself to accept the lowest rate of quotation and reserves the right to accept or reject any or all of the tenders either in part or in full without assigning any reason thereof.
14) The “Financial Bid” of those Tenders which qualify the Technical specification of the equipments stated in the Annexure will be opened at a later date, which will be communicated to the Tenderers.
15) In case your quotation is accepted the goods will have to be supplied within stipulated delivery period mentioned in the quotation from the date of placing a firm order at the premises of this Department at Janpath, New Delhi, free of delivery charges on bill basis.
16) The quotations, which do not fulfill all or any of the above conditions or are incomplete in any respect, are liable to summary rejection without further reference to the tenderers.
17) The department enjoys the custom duty exemption for import of goods from aboard. The rate for imported equipments may be quoted in CIF value.
The quotations should bear the superscription “Quotation for Supply of Two A-3 Size Microfilm Scanner with A-3 Size Printers, One Microfilm Processor, Three Digital Densitometers and Two Microfiche Readers for use in National Archives of India due on 15-01-2010.”
