Manuscripts/ Rare Books to Non-Governmental Organizations.

MINUTES OF THE FIRST MEETING OF THE GRANTS COMMITTEE

 

A meeting of the Grants Committee for the above scheme was held on  28 August 2009 in National Archives of India, New Delhi under the Chairmanship of Shri Lov Verma, Joint Secretary, Ministry of Culture, Government of India:

The meeting was also attended by Smt. Meena Kapoor, Assistant Director of Archives (Grants)

             Welcoming the Members, the Chairman apprised them of the aims and objectives of the scheme and also the maximum limit of the Financial Assistance admissible under the scheme. Subsequently, proposals received from 92 Voluntary Organizations/ Universities/ Individuals seeking financial assistance were taken for consideration within the parameters of the scheme and the following decisions were taken:

 

  1. Grants Committee recommended Rs.13,92,750/- (Rupees Thirteen Lacs, Ninety Two Thousand Seven Hundred and Fifty only)  to 20 Organizations/ Universities (Annexure-I)
  2. The Grants Committee  deferred 3 cases for want of information regarding details of manuscripts to be published and photocopy of the books to be reprinted (Annexure-II) and  did not recommend Financial Assistance to 69 Organizations/ Universities/ Individuals etc. due to pending utilization certificate, non receipt of State Archives/ SLSC recommendation  and in the absence of any specific information about their holdings viz. Manuscripts/ rare books etc. (Annexure – III)
  3. Dr. G.C. Tripathi, Prof. & Head, IGNCA & Members of Grants Committee suggested that specific  standards for purchase of Almirahs/furniture and their average estimate should be set as per guidelines of National Archives of India and preference should be given for steel or anadized material and not of wood as the wooden furniture is prone to termites.
  4. The Grants Committee also suggested that a format for determining the authenticity of rare books should be  prepared.
  5. The Grants committee further unanimously decided that the organizations/individuals who are seeking financial assistance for publication purpose may forward 10 copies of the publication to this department (this overrules the earlier decision of Grants Committee held on 5.11.2007) and a copy of the publication may also be forwarded to National Manuscripts Mission.
  6. The Grants Committee also examined 2 cases to whom the grant was recommended during 2008-2009 but the Bond and Other papers were not forwarded by the grantee inspite of repeated reminders.   It was decided that the last reminder  may be sent by Regd. A.D. and even then if the bonds etc are not  submitted  by the grantee, the grant may be cancelled.
  7. The committee also examined two cases which were rejected/deferred by the Grants Committee in its meeting held on 3.11.2008 due to pending UC and the other one was  deferred for inspection to be carried out by an officer of NAI. The details of these cases are furnished below:

Shri Ved Pal Memorial Cultural &

Educational Trust, Jammu

The grants committee has now recommended Rs.75,000/ on receipt of UC and State Government recommendation

(b)

Viswa Kalyan Sanstha District Khurda,

Orissa.

The grants committee recommended Rs.6,750/- as per details of holdings after the inspection.
